In terms of "improving air cargo service capacity", the plan mentioned to support the expansion and strengthening of air logistics enterprises, encourage the strategic cooperation and asset reorganization between traditional air cargo enterprises and logistics leading enterprises, expand the scale of air cargo fleet, and develop all cargo aircraft transportation in a scientific and orderly manner.
